PANEL SESSION IV (A) "“ ACCESS TO JUSTICE FOR THOSE LIVING IN RURAL & REMOTE AREAS

Bogor - Public Relations, As Indonesia"™s Judicial formed circuit courts in 2010, it becomes an interesting subject to hear experiences from countries who implement similar, if not the same, system . Fortunately, on this second day their countries judicial programmes in maintaining access to Justice for those living in rural and remote areas.

Justice Jose Maria de Araujo, a Judge from Suai Distric of IACA Asia Pacific Regional Conference, Panel Session IV (A), Timor Leste, Philipine, and Vanuatu presented each of Courts, explained reasons such as geographic, low public awareness of courts (majority of the community choose to settle problems by traditional law), and budget, Timor Leste establish Mobile Courts to bring the court closer to all of its citizens. There are several advantages of mobile courts: efficiency (less cost on transportation); suit Timor Leste"™s culture (people prefer to see and hear the trial process directly); raise awareness and educate the people.

The high numbers of case backlogs is one of the reason why Philipine"™s Judicial launched Enhanced Jusice on Wheel (EJOW) on July 2008. To realize justice for the poor and the marginalized, apparatus carry out judicial process on a bus. Honourable Jose Midas Marquez, Spokesperson and Acting Chief of Public Information Office of the Philippines Supreme Court, explained that since July 2008 until December 2010 EJOW has bring significant results as: 5,157 inmate release; 10,073 received medical / dental aid; 2,514 free legal aids granted.

Island Circuit Courts have been Vanuatu"™s Judicial institution effort to create access to justice. John Obed Alilee, Chief Registrar of The Supreme Court of Vanuatu, mentioned several points that hampered the distribution of justice in this country, two of them are rapid growth of the population, and the geographical condition (most of the population live in remote areas).

Whatever the terms, whatever the system, all of these countries"™, participating in IACA Asia Pacific Regional Conference, purpose is to create not only a fair justice but also a fair access to justice for all citizens.
